Where the Snug Harbor Test Site Is

The DMV's Snug Harbor auto test site page lists the site in Staten Island, NY 10301, with the directions "Richmond Terrace and Snug Harbor Rd." The state's DMV Road Test Sites data shows the same spot and marks it as an active auto site. Like other New York City test sites, it is a meeting point on a public street, not a building, so decide ahead of time where your accompanying driver will park and wait.

Snug Harbor sits on the North Shore, along Richmond Terrace. If you live on the South Shore or are coming from Brooklyn, leave extra time for the drive and check your route the day before.

Snug Harbor is one of six active auto test sites on Staten Island in the DMV's road test location finder. Each one lines up in a different place:

Staten Island auto test siteZIP codeWhere the DMV says to line up
Dugdale10306Dugdale St between Riga St and Mill Rd, facing Riga St
Father Capodanno10306Father Capodanno Blvd, north side, at Lincoln Ave
Fox Hills10301North side of Mosel Ave, facing Pierce St
Lenevar10309Lenevar Ave between Lamont Ave and Edgegrove Ave
Snug Harbor10301Richmond Terrace and Snug Harbor Rd
Staten Island 210303Grandview Ave between Forest Ave and Netherland Ave
Check the site name, not just the ZIP: Snug Harbor and Fox Hills both have the 10301 ZIP code, but they line up in different places. Read the site name on your appointment confirmation before you set your map. Our guide to road test sites in Staten Island covers all six, and our Fox Hills, Dugdale and Lenevar guides cover three of the others.

You can book a road test at any site in the state, so you do not have to test near home. The DMV says the earliest dates are usually 3 to 5 weeks away, and up to 10 weeks during summer and school breaks, and tests are almost always on weekdays. Our guide on how to schedule your road test in New York walks through booking.

Getting to Snug Harbor With a Learner Permit

Getting to the site is part of the plan. The DMV says practice driving is not allowed at New York State test sites, and the learner permit restrictions bar permit holders from driving in a DMV road test area or on any street within a park in New York City. Practice on other Staten Island streets with a supervising driver who is 21 or older and holds a valid license for the car.

The same rules say a permit holder may not drive on any bridge or tunnel run by the Triborough Bridge and Tunnel Authority, and the Verrazzano-Narrows Bridge is one of them. If you are coming from Brooklyn, your accompanying driver must drive across the bridge. Our post on driving over the Verrazzano with a learner permit explains that rule.

The person who comes with you must be over 18 if they drive you to the site, or over 21 if you drive there yourself. In both cases they need a physical license that is valid for the test car. Our guide on who can supervise a learner driver in NYC covers the rules for practice drives and test day.

Drive Rite Instructor Tip: Use the minutes before your test to get the car ready, not to read your notes. Set your seat, headrest and all three mirrors, and find the lights, wipers, defroster and hazard lights, so you are not looking for them once the examiner gets in. Then picture your first move: signal, check the mirror, turn your head to look at the blind spot, and pull away smoothly.

What to Bring to Your Snug Harbor Road Test

A missing document or a car that does not qualify can end your test before it starts. This checklist follows the DMV's Schedule and Take a Road Test page.

What to bringWho needs itDetails
Physical photo learner permitEvery test takerA Mobile ID is not accepted for you or your accompanying driver.
Pre-Licensing Course Certificate (MV-278)Test takers who took the 5-hour courseBring the original. Copies are not accepted.
Certification of Supervised Driving (MV-262)Test takers under 18Completed by a parent or guardian, and given to the examiner each time you test.
Glasses or contact lensesAnyone whose permit says corrective lenses are neededWear them for the whole test.
An accompanying driverEvery test takerOver 18 if they drive you to the site, or over 21 if you drive there, with a physical license valid for the car.
A qualifying carEvery test takerValid registration, insurance and inspection, working properly, clean, and with two permanent plates. In-transit permits are not allowed.

If you took a high school or college driver education course, you will have the MV-285 certificate instead of the MV-278. Not sure your car will pass the check? Our guides on what your road test car needs and using a rental car for the road test cover the details.

Your Snug Harbor Test Day in 6 Steps

Once your papers and car are sorted, test day comes down to timing. Work through these six steps, starting a few days before your appointment.

  1. Practice away from test sites. Practice is not allowed at test sites, so use other Staten Island streets with your supervising driver. Work on turns, full stops, lane changes, parallel parking and the 3-point turn.
  2. Check for cancellations. Weather or road construction can cancel, reschedule or move a test. Check the DMV cancellations, closings and delays page before you leave home.
  3. Pack one document folder. The night before, put your permit, your original MV-278, your MV-262 if you are under 18, and the car's registration and insurance papers in one folder that stays in the car.
  4. Arrive 15 minutes early. Arrive up to 15 minutes before your test time at Richmond Terrace and Snug Harbor Road. If you are late, the examiner may not be able to test you, and you will need to reschedule. Our guide on what happens if you are late for or miss your road test explains what to do next.
  5. Drive the test calmly. The examiner takes pictures of you, your documents, your permit and the car before the test. Then drive the way you practiced: signal every move, check your mirrors and blind spots, and follow each instruction.
  6. Check results after 6 p.m. The examiner tells you how to check your result online. The DMV road test results page and its Schedule and Take a Road Test page say results are posted after 6 p.m. on the day of your test.
Testing in November: Clocks went back one hour on November 1, so late afternoons get dark sooner. The DMV notes that not all road test locations have a shelter, and the Snug Harbor line-up is on the street, so dress for the weather. If snow or rain is in the forecast, our guide on road tests in bad weather explains what to expect.

Where Drivers Lose Points

Examiners use the same DMV Class D scoring summary at every site, including Snug Harbor. The table below groups some of the most common errors on that summary with the Driver's Manual chapters that explain them.

Error categoryExamples from the DMV scoring summaryDriver's Manual chapter
Leaving the curbNot checking the blind spot, using mirrors only, or not signaling when pulling awayChapters 6 and 7
Turns and intersectionsTurning too wide or too short, or not stopping near the center of the intersection while waiting to turn leftChapters 4 and 5
Parking and the 3-point turnParking too far from the curb, or needing too many moves to finishChapters 5 and 7
Driving in trafficFollowing too closely, not yielding to pedestrians, or not anticipating the actions of othersChapters 4, 8 and 11
Vehicle controlBraking too late or too hard, or poor steering controlBuilt through supervised practice

Most of these are habits, not gaps in knowledge. Ask your supervising driver to point out every skipped head turn and every late signal during practice, and repeat each item until you do it without thinking.

After the Test: Pass or Fail

If you pass, an interim license will be available online. Keep it with your photo learner permit until your photo license arrives by mail, in about 2 weeks. Every new driver starts a 6-month probation period, and a conviction for speeding, reckless driving, following too closely, a speed contest, using a phone or other portable device, or any 2 other moving violations leads to a 60-day suspension. Our guide on what happens after you pass covers the details.

If you do not pass, your learner permit stays valid until it expires, and you must wait at least 14 days to test again. New York State says your permit fee covers two road tests; after two failed tests you must buy two more for $10 before booking again. Our guide on what happens if you fail your road test explains how to use that time.
