Where the Fox Hills Test Site Is

The DMV's official Fox Hills auto test site page lists the site as an auto test site in Staten Island, NY 10301. The line-up is on the north side of Mosel Avenue, facing Pierce Street. Your test starts from that spot on a public city street, so plan how you will get there and where your accompanying driver will park and wait well before the day of the test.

Fox Hills is one of six active auto test sites on Staten Island in the DMV's road test location finder. The other five are Dugdale, Father Capodanno, Lenevar, Snug Harbor and Staten Island 2. Snug Harbor shares the 10301 ZIP code with Fox Hills, so read the site name on your appointment confirmation, not just the ZIP code, before you set your map. Our guide to road test sites in Staten Island covers all six sites.

You do not have to test in the borough where you live, because the DMV lets you book a road test at any site in the state. The earliest dates are usually 3 to 5 weeks away, and up to 10 weeks during summer and school breaks. Tests are almost always on weekdays. If Fox Hills dates are far out, the scheduling system may offer an earlier date at a nearby site, and our guide on how to schedule your road test in New York walks through booking.

Before you practice nearby: The DMV says practice driving is not allowed at New York State test sites. The learner permit restrictions also bar permit holders from driving in a DMV road test area and on any street within a park in New York City. Do your supervised practice on other Staten Island streets with a supervising driver who is 21 or older and holds a valid license for the car.

Getting to Fox Hills on Test Day

Once you know where the site is, think about the trip there. Many people who test at Fox Hills come from other parts of Staten Island, while others come over the Verrazzano-Narrows Bridge from Brooklyn. Both work, but the rules for who drives are different.

The same learner permit restrictions say a permit holder may not drive on any bridge or tunnel under the jurisdiction of the Triborough Bridge and Tunnel Authority, which includes the Verrazzano-Narrows Bridge. If you are coming from Brooklyn, your accompanying driver must drive the car over the bridge. Our post on driving over the Verrazzano with a learner permit explains that rule in more detail.

The DMV also sets an age rule for the person who comes with you. Your accompanying driver must be over 18 if they drive you to the site, or over 21 if you drive there yourself, and in both cases they need a physical license that is valid for the test car. Our guide on who can supervise a learner driver in NYC covers the supervising driver rules for practice and test day.

Drive Rite Instructor Tip: If you have never been to Mosel Avenue, ask your accompanying driver to drive you past the line-up a few days before your test, at about the same time of day as your appointment. Notice where the line forms and where a car can safely wait, then leave. Do not practice there, because the test area is off-limits to permit holders. On test day, the street will feel familiar, and you can focus on your driving.

What to Bring to Your Road Test

With the trip planned, the next thing to get right is your paperwork. Most test-day problems come from a missing document or a car that does not qualify, and the examiner cannot test you without them. This checklist follows the DMV's Schedule and Take a Road Test page.

What to bring Who needs it Details
Physical photo learner permit Every test taker A Mobile ID on your phone is not accepted for you or your accompanying driver.
Pre-Licensing Course Certificate (MV-278) Every test taker who took the 5-hour course Bring the original. Copies are not accepted.
Certification of Supervised Driving (MV-262) Test takers under 18 Completed by a parent or guardian, and given to the examiner each time you test.
Glasses or contact lenses Anyone whose permit says corrective lenses are required Wear them for the whole test.
An accompanying driver Every test taker The driver must be over 18 if they drive you to the site, or over 21 if you drive there. They need a physical license that is valid for the test car.
A qualifying car Every test taker Valid registration, insurance and inspection, two permanent license plates, in working order and clean. In-transit permits are not allowed.

Students who finished a high school or college driver education course receive the MV-285 certificate instead of the MV-278. If that is you, check the DMV page above for what to bring. If you plan to use a rental car, the DMV's MV-262 form says to bring the rental agreement and written permission to use the car for the road test, and our post on using a rental car for your road test explains more. For a closer look at the car rules, see our guide to road test car requirements in New York.

Your Test Day in 6 Steps

With your documents and car ready, test day itself is mostly about timing. Follow these six steps in order, starting a few days before your appointment.

  1. Practice Away From Test Sites. Use other Staten Island streets to practice turns, stops, lane changes, parallel parking and the 3-point turn with your supervising driver, since practice is not allowed at test sites. Include some practice on hills and around parked cars and buses, which are common on residential streets across the island.
  2. Check for Cancellations. Tests can be canceled, rescheduled or moved because of bad weather or road construction. Check the DMV's cancellations, closings and delays page before you leave home, and again if the weather turns.
  3. Pack Your Documents. The night before, put your permit, your original MV-278, your MV-262 if you are under 18, and the car's papers in one folder.
  4. Arrive 15 Minutes Early. Arrive up to 15 minutes before your test time and join the line on the north side of Mosel Avenue, facing Pierce Street. If you are late, the examiner may not be able to test you, and you will have to reschedule. Our guide on what happens if you are late for or miss your road test explains what to do next.
  5. Drive the Test Calmly. Before the test, the examiner takes pictures of you, your documents, your permit and the car. Then drive the way you practiced, signal every move, check your mirrors and blind spots, and follow each instruction.
  6. Check Results After 6 p.m. The examiner will tell you how to get your result online. Results are posted after 6 p.m. on the day of your test.

The season adds a few things to plan for this time of year.

Late October and November at Fox Hills: Daylight saving time ends at 2 a.m. on Sunday, November 1, 2026, according to NIST and NYC311, so clocks go back one hour and the sun sets about an hour earlier by the clock. Each fall, NYC DOT runs its Dusk and Darkness safety campaign, and in its October 2025 announcement it warned that the hours near sunset become the most dangerous of the year for pedestrians. If your test or your practice drives fall in the late afternoon, turn on your headlights early and watch crosswalks closely. The DMV also notes that not all road test locations have a shelter, and the Fox Hills line-up is on the street, so dress for the weather. Wet leaves can hide lane lines and make the road slick, and cold mornings can fog the windows, so clear all the glass before your test starts.

Where Drivers Lose Points

Step 5 is where the result is decided, so it helps to know what the examiner is scoring. The DMV publishes a Class D scoring summary that lists the errors examiners mark. The scoring is the same at every site, including Fox Hills. The table below groups some of the most common items and shows which chapter of the Driver's Manual explains each one.

Error category Examples from the DMV scoring summary Driver's Manual chapter
Leaving the curb Not checking the blind spot, using mirrors only, or not signaling when pulling away Chapters 6 and 7
Turns and intersections Turning too wide or too short, or not stopping near the center of the intersection while waiting to turn left Chapters 4 and 5
Parking and the 3-point turn Parking too far from the curb, or needing too many moves to finish the park or the turn Chapters 5 and 7
Driving in traffic Following too closely, not yielding to pedestrians, or not anticipating the actions of pedestrians and other traffic Chapters 4, 8 and 11
Vehicle control Braking too late or too hard, or poor steering control Not tied to one chapter, so build it through practice with a supervising driver or instructor

Many of these errors come from habits rather than knowledge, such as skipping the head turn before pulling away from the curb. Practice each item in the table until it is automatic, and ask your supervising driver to call out every missed blind-spot check during practice drives. That way, the habits are already in place before you reach Mosel Avenue.

After the Test: Pass or Fail

Once your result is posted, your next steps depend on whether you passed. Either way, the process is clear.

If you pass, an interim license that lets you drive will be available online. Keep it with your photo learner permit until your photo license arrives in the mail, in about 2 weeks. Every new driver also starts a 6-month probationary period. During that time, a conviction for speeding, reckless driving, following too closely, using a phone or other portable device while driving, taking part in a speed contest, or any 2 other moving violations leads to a 60-day suspension. Drivers under 18 with a junior license must also follow the junior driver restrictions. Our guide on what to do after you pass your NY road test covers the interim license and probation in more detail.

If you do not pass, your learner permit stays valid until its expiration date, and you must wait at least 14 days before you test again. According to New York State's road test page, the application fee you paid for your permit covers two road tests. If you do not pass either one, you must buy two more road tests for $10 before you can book again. Our guide on what happens if you fail your road test in New York explains how to use those 14 days well.
