The Brooklyn-Queens Expressway (BQE, I-278) is the only interstate highway in Brooklyn, and many new drivers meet it in their first months behind the wheel. It is not a park road or an MTA crossing, but it leads to MTA crossings such as the Verrazzano. Plan your entrance and exit, give trucks extra room, and slow down in work zones.

The BQE has short ramps, lanes that end, heavy truck traffic and a famous stretch of stacked roadway under Brooklyn Heights. None of that is a reason to avoid it, but it is a reason to plan. This guide covers what the BQE is, what the permit rules mean for it, six habits for your first drive, and how it compares with other Brooklyn highways.

Start with the basics.

What the BQE Is

NYC DOT's bridges and highways page calls the BQE, part of I-278, the sole interstate highway in Brooklyn. To the north and east it connects Brooklyn with Queens, the Bronx and New England. To the south and west it connects with Staten Island and New Jersey. In Brooklyn, NYC DOT divides it into BQE North, from Sands Street to the Kosciuszko Bridge, and BQE South, from Atlantic Avenue to the Verrazzano-Narrows Bridge.

Between those two sections is BQE Central, about 1.5 miles from Atlantic Avenue to Sands Street. It is the part the City owns, about 12 percent of the BQE in Brooklyn, and it includes 21 structures. The best known is the 0.4-mile triple cantilever, where two levels of highway sit under the Brooklyn Heights Promenade with Furman Street below. NYC DOT says the highway in that section will remain two lanes, and that it carries regional truck traffic.

Can You Drive the BQE With a Learner Permit?

The DMV's learner permit restrictions bar permit holders from streets within a park in New York City, from bridges and tunnels run by the Triborough Bridge and Tunnel Authority, and from DMV road test areas. The BQE is an interstate highway, not a park road, and it is not on the MTA list of crossings, so those rules do not bar it on their own. The other permit rules still apply: a supervising driver who is 21 or older with a valid license for the car must be in the passenger seat.

The catch is where the BQE leads. BQE South ends at the Verrazzano-Narrows Bridge, an MTA crossing that permit holders may not drive. Plan to exit before the bridge, or switch drivers. Our post on driving over the Verrazzano with a learner permit covers that rule, and our Belt Parkway guide explains why we treat the Belt as a road for licensed drivers only.

Junior permit holders: In New York City, a junior permit holder may drive only between 5 a.m. and 9 p.m., with a parent, guardian or driving instructor, in a car with dual controls. Our guide on who can supervise a learner driver in NYC explains who counts.

6 Habits for Your First BQE Drive

Most of what makes the BQE feel hard is covered in two chapters of the Driver's Manual: special driving conditions and defensive driving. These six habits put them in order.

  1. Check your permit rules. If you have a permit, confirm your supervisor qualifies, and plan your route so it does not end on the Verrazzano or another MTA crossing.
  2. Plan your entrance and exit. The DMV manual says to plan where you will get on and off an expressway. If you miss your exit, stay on to the next one. Never back up on a ramp or cross the median.
  3. Use the ramp to merge. Use the entrance ramp to speed up to the flow of traffic, signal, and check over your shoulder for a gap. On a short ramp, the manual says you may need to stop and wait for a large gap before you go.
  4. Give trucks extra space. The manual teaches a following distance of at least two seconds, and three to four seconds when following a large truck. On a road with regional truck traffic, that bigger gap matters.
  5. Slow down in work zones. The DMV manual says fines for speeding in a work zone are doubled. Watch for lane closures and merge early when cones or barrels appear.
  6. Signal your exit early. Move into the exit lane ahead of time and signal at least 100 feet before you exit. Then slow down on the ramp, not in the travel lane.
Drive Rite Instructor Tip: In our lessons, we suggest that new drivers learn one short section of the BQE at a time instead of the whole road. Pick one entrance and one exit you will use often, drive that stretch with a licensed supervisor until it feels routine, then add the next section. Ride as a passenger first and watch where lanes end and where trucks merge.

November on the BQE

Clocks went back one hour on November 1, so evening drives start in the dark sooner. New York requires headlights from half an hour after sunset to half an hour before sunrise, when visibility is under 1,000 feet, and whenever your wipers are on. The DMV manual also warns that wet leaves are slippery, especially on ramps, and that bridges, ramps and overpasses freeze before the rest of the road. On an elevated highway like the BQE, that means extra care on cold mornings. Our nighttime driving tips help with darker evenings.

BQE vs Other Highways Near Brooklyn

New drivers often ask which highway to try first. Here is how the BQE compares with two roads we have written about.

RoadPermit holdersWhat new drivers should know
BQE (I-278)Not barred by the park or MTA rules, with a qualified supervisorShort ramps, truck traffic, two-lane stacked section at Brooklyn Heights. South end leads onto the Verrazzano.
Belt ParkwayWe treat it as licensed drivers onlyListed by NYC Parks as park property, and connects to the Verrazzano.
Queens-Midtown TunnelNo. It is an MTA crossingTolled, cashless, twin tubes into Murray Hill, Manhattan.

New Drivers: Probation Still Applies

Once you pass your road test, you start a 6-month probation period. A conviction for speeding, reckless driving, following too closely, a speed contest, or using a phone or other portable device during probation leads to a 60-day suspension, as do any 2 other moving violations. On a busy road like the BQE, following too closely is an easy mistake to make, so keep that gap.

Frequently Asked Questions

Is the BQE an interstate?

Yes. NYC DOT says the BQE is part of I-278 and is the only interstate highway in Brooklyn.

Can I drive on the BQE with a learner permit?

The DMV permit restrictions bar park roads, MTA bridges and tunnels, and road test areas. The BQE is none of those, so it is not barred on its own, but you still need a qualified supervising driver, and the south end leads onto the Verrazzano-Narrows Bridge, which permit holders may not drive.

Can a junior permit holder drive on the BQE?

In New York City, a junior permit holder may drive only from 5 a.m. to 9 p.m., with a parent, guardian or driving instructor, in a car with dual controls. Check the DMV learner permit restrictions for the full rules.

What is the triple cantilever?

It is a 0.4-mile part of BQE Central where two levels of highway sit under the Brooklyn Heights Promenade, with Furman Street below. NYC DOT says the highway there will remain two lanes.

How much space should I leave behind trucks?

The DMV manual teaches at least two seconds of following distance, and three to four seconds when you follow a large truck or drive in bad weather.

What if I miss my exit on the BQE?

Stay on to the next exit. The DMV manual says never to back up on an expressway or cross the median.

Does Drive Rite offer highway lessons for permit holders?

No. Our highway lessons are for licensed drivers. Permit holders can start with beginner lessons on city streets.

Your Next Step

The BQE rewards planning. Know your permit rules and where the road leads, choose your entrance and exit before you go, use the ramp to merge, leave three to four seconds behind trucks, slow down in work zones and signal your exit early. Learn it one section at a time, and it will soon be part of your normal Brooklyn driving.
